Council Agrees to a Budget, Two Days from Deadline
Council members steered clear of fines from the state with the introduction of Moorestown's budget early Wednesday morning.

As the hours passed and a state-mandated deadline loomed, the Moorestown Council finally introduced its municipal budget early Wednesday morning during an emergency meeting.
Council approved the introduction of the $22.4 million budget, just two days before the state would have fined the members of council $25 a day after this Friday’s cutoff point.
“There was some minor disagreements on cuts,” Carew said, “but the budget was passed unanimously by council.”
Township manager Scott Carew said the budget will have a zero levy cap increase, and the tax rate will increase four-tenths of a cent per $100 of assessed property value.
This translates into a $21.19 tax increase for the owner of a home assessed at the township average of $529,800.
Carew and financial officer Tom Merchel went back to the drawing tables and trimmed more than $253,000 in appropriations.
Members also decided to use $50,000 from the utility fund to cover some salaries. And nearly $6,000 of estimated liquor license revenue will be included to satisfy the budget.
After a contentious council meeting on Monday, June 11, the council majority, including Mayor John Button, voted against introducing the proposed budget that would have raised municipal taxes by $53 for the average homeowner.
“Although our revenue side will be better in the next couple of years,” said Button, “I was struggling with higher taxes.”
For more than two months, council has been sweeping through the balance sheets to find an agreeable budget plan.
It seems that the threat of penalties finally helped to garner a resolution.
“I’d say most of us on council felt this was in the best interests of everyone,” said Button.
The public hearing on the budget is slated for July 23 at 7:30 p.m. in the high school IT room.

I think it's important to remember a budget is directive, not (in most cases) the actual expenditures, so refinements, corrections, etc. are all possible. That said, this appears to be based on foolishness. $6000 from liquor revenues? Really? Just couldn't close the door the whole way, so let's plug the hole with money based on pending lawsuits? Lazy and silly.
Trimmed $253k in appropriations. What's that mean? Rob did you ask for details of what they were finally willing to cut at 11:59 before the carriage turned pumpkin and they had to write checks using their own money?
Final thought...July 23rd? Why not have a special meeting this week.

As spelled out by the township, the more significant cuts were $48,500 in public works, $25,000 from the capital improvement fund, $25,000 in gasoline expenses, almost $21,000 from the finance department, and $10,000 in street lighting.

So the taxpayers get the $25 fine after all. Some didn't want a tax increase, others didn't want to raid the water utility surplus thinking it was a gimmick, and lastly some thought we shouldn't use any liquor monies since no liquor licenses have been sold yet, and we assume that money in advance. Well, all that was agreed to by all town
council. What do those naysayers say now?

Mtown .... What 25$ fine are you talking about. There is no fine for the budget being late and even if there was it would be paid personally by the council members. I would like to commend BGT for sticking to their guns and getting Carew and Merchel to go back to the drawing board to come up with real answers to the budget instead of just going about it the easy way.

No mr nice, you kept picking fun at others that they were wrong if they thought using money from the water surplus, or placing liquor revenues into the budget because they were both gimmicks. And now you are applauding those three councilmen that just went ahead and did just that. "using the gimmicks" And still we have a tax increase or as said earlier a "fine".

No, they wanted to just use those two things to make the budget work. In tough times it pays to do the work. Now, even though they are still using those 2 items, the amount that is needed to be taken from them is much lower and more acceptable. It's was obvious that the people that are paid to work the numbers didn't want to take the time to crunch the numbers until they were forced to do so. Now it's a much easier number in tax increase to swallow while losing no services and not taking as big a risk with the water surplus. Liquor is happening so where is the risk. Point was that money shouldn't be used for anything but capital improvements. 6 grand isn't ruffling my feathers.

If liquor, as you say, is "happening anyway" then what is the difference where the shortfall is made up from. What makes you think they won't use the liquor revenues later to replenish wherever the shortfall comes from now? Also, I hope you don't believe for a minute that when the liquor revenues are available, they won't go right back into public works, fuel expense, finance dept, etc. where expenses must be paid for.The liquor receipts are general revenue, and all gets paid from there. In the long run, the shortfall created will be paid for by liquor funds.
There's your gimmick. You commend BGT for sticking to their guns, and they just muzzle flashed you with their politics. J and C were at least trying to do the honest thing.

Your true colors show when you say you're opposed to touching the liquor revenues, but have no problem gutting the MSOS fund for astro turf. You insult and attack J and C because they're delaying having to pay for a luxury, astro turf. And, you praise and suck up to BGT because they too want turf now. Mr nice you just can't admit that you're wrong on the comments you said earlier. It's a shame that you dogged some to think using "any gimmicks" is a poor choice and unacceptable. Regardless, the three councilman you applaud still used "the gimmicks" and you say it isn't that bad. You kept looting at those who were ok with a very small tax increase saying things like "you're ok for a tax increase LOL". or someone was ok to use water surplus, and you went off on him but yet these three councilman now agreed to it.
As someone said earlier "Stand down!". or now that we are using "the gimmicks" you could ask "what's the downside?"

It may have taken awhile for three of these councilmen to realize that these measures (not gimmicks) can be used. It appears that coucilmembers Chiacchio and Jordan get it. Perhaps they should be applauded for their standing. This budget circumstance did not need to drag on this long. Most Budgets in the past have been met and agreed to by May, some as early as march.
We could guess that this won't happen again?

Yeah Minute, these people seem to forget that the tax increase is lower now because BGT wouldn't except the other twos solution. They said there was no way to make any more cuts. Hummmm guess the egg is on their face. Looks like they found another 253 thousand before being forced to go the gimmick route to make up the difference. The point is people, there was money to cut and going the gimmick route as the total solution wasn't the answer. As for a tax increase. Things do cost money and the cost to run the town does go up. So you expect to possibly pay a little more. But what is acceptable? 21$ sounds like less than 53$ to me.

ED, J and C never said there was no way to make anymore cuts. They said it was irresponsible to make further cuts which would affect basic services, and that they would have to be made up later anyway. You just can't help twisting the words of anyone you don't like. You refuse to give straight answers, without an added insult or distortion of what was said. The worst I have used is tree huggers said with love because I'm friends with a lot of them. Guess your getting desperate so now your slinging the name calling. The KIDS projects doesn't help me at all not even my kids. They are grown and past the age of using them. Hey observes, since seniors are underfur Rec dept, you may have some validity in that we heard at least one of them wanted to privatize the rec dept and abolish it? Maybe that's what someone may have been thinking about this budget? Complete nonsense to think of abolishing the Rec dept! Have no idea what they were thinking they could cut further? Apparently know the three other councilmen Don't think using the monies iate a "gimmick" now. Do recall reading councilman chaiscchio and treata getting heated over taxes before, seems like chaccjio won this one.

The cuts hit the rec department, huh? Funny how it impacts the the kids who cant afford to join the other sports teams. Is this payback to the sports teams for turf? For their support of Button and his nonexistent campaign? Seems like they are taking this war for their precious fields out on our children. What a shame. Guess the only "KIDS" Mr. Mayor cares about are the ones who play for the teams bankrolling his foolish run for office. Shame on him.

Excuse me but there is not a child in this town that can't afford to play any sport. That's because like my wrestling team, it not about the money but about the kids. If a family doesn't have the money all they have to do is ask for is a scholarship for their child to be able to be a part of the league. I know of no leagues that play in Moorestown that don't all have scholarship opportunity for any child that wants to play. So do me a favor and don't go there!

Once again that is not true. Any child that wants to play on any of the teams in the town has a chance to do so. If that child is not as good as other children playing that level they will place the player in an appropriate level with in the organization. My son was cut from a travel A team and went to the B level in baseball and ended up being much more successful and was able to contribute at a higher level because of being placed in the correct group. Once again do everyone a favor and stop trying to clam fire when there isn't even any smoke!
