Scam Artist Runs Over Victim's Foot: Police

Maple Shade Police are asking for the public's help tracking down a suspect.

Police are searching for an alleged scam artist they say ran over a potential victim's foot while fleeing the scene of one of his scams. 

According to Maple Shade Police, a South Maple Avenue resident got an $800 estimate to replace her pool liner from a man known as Frank, of Frank's Pool Service—later identified as Frank R. Starzi II, 27. The victim gave Starzi a $575 deposit for the new liner to be installed on June 2, but the work was never performed, police said. 

The victim ran into Starzi again on June 3 at a friend's house on West Woodcrest Avenue, where Starzi was giving her friend an estimate as well, police said. The victim confronted him, at which point Starzi took off in his car, running over the West Woodcrest Avenue resident's foot, according to police.

A warrant for theft by deception, with bail set at $1,000, has been issued against Starzi. Starzi had addresses in West Deptford, Deptford and Gloucester City, but his current whereabouts are unknown, police said. He may be driving a black 2001 Oldsmobile Bravada, NJ tag L78ARV.

Police urge anyone who knows Starzi's location to call 856-234-8300 and reference case 2013-8243.

Mount Laurel Police are also investigating a similar pool liner scam case involving Starzi as the suspect.
